We know only that a new Brest synagogue was completed sometime before the publication of Ir Tehila in 1886, and based on Rabbi Feinstein's words (quite recently) quoted below, for the sake of this chronology we estimate the completion date of this synagague was about1883.
...in addition to the big, glorious synagogue that was built in 5622 [1862], there is now a new synagogue, most glorious and beautiful, which has been built quite recently in the same style as the first one [the big synagogue of 1862] It is called “The Second Synagogue” or “The Hekdesh Synagogue”.
In an article in Hatzfira May 2, 1886, Rabbi Feinstein is credited with building this synagogue, but no date is given.
